I have machined the centres out before to make them fit. If you can take Tyres off yourself and get them to machine shop it should not be to costly, I charge a tenner per wheel :thumb2

The rust treatment won't contaminate the area for welding but if your treating rust in the area your welding I would say you need to cut back further :thumb2

I'd just wax oil it as you will struggle to wash the muck out anyway!
