Hate to be harsh but I will be surprised if they will allow him to join with his bumpers.
Not sure.... To join SE4x4R, I had to provide MOT, Driving licence, and proof my insurance covers me for volunteer response work. Car wise, we have to prove everything is safe, e.g., stuff is fixed down in the boot, towing eyes are up to the job, etc, but I guess if his car passes an MOT, then they can't really say no.
Personally, I would be more worried when you are parked up in the car park with 20 police officers, who have nothing to do for half an hour, than walk round the cars, taking the "P" out of all the fittings, and looking the cars over. In the past, they have pulled a few of the guys up for having things like flashing Red or White lights (Only Amber is legal), and tyres sticking out past the wheel arches, but luckily, they tend to just point it out, so you can sort it, rather than write out a ticket.
