theyre moving the sensor for obvious reasons and even putting it up higher probably wont help.
The key question is why the same wheel? answer is probably its the easiest target. is it in the most shadow? is it easiest to get to? is it out of your line of sight?

we have a decent security spot light that was only £25 from b&q (suprisingly ). It stays on very low during the hours of darkness (negligible electric consumption) irrespective of the sensor . Good enough to give enough light to make the tossers think twice. if the sensor picks up movement it sparks up as a normal pir floodlight.
I suspect the side they keep attacking may be in shadow or darkness?
Maybe 2 of these lights?
