Im assuming its fly-by-wire as there is a cable with TPS attached to the throttle?
Or is there something else I need to identify?

OK pump is ECU controlled, there are other switches that will increase the idle revs, power steering pressure switch, air con switch are two that come to mind straight away, there could be more, maybe one that increases the revs when in gear, failing that the TPS could be at fault, Rick
 
Thanks for suggestions.

TPS idle voltage is a smidge under 5v, which appears to be correct.
Switching on aircon increases revs.

I've put steering on both locks but no increase in revs.

How do I measure in gear increase?

If you are not seeing a revs increase when pulling the steering wheel slightly then this suggests the pressure switch is stuck on holding the revs high, Rick
