Kind of hard to describe, but if you make the centre winch tray and plates that are going to attach it to chassis from the 9 mil then make the side/end pieces from 4 or 5mil, you will have plenty of strength without having to wind your torsion bars up too much to take the added weight of winch and bumper.
I've made a couple of winch bumpers for discos and I used 8mm for the centre tray/chassis mounts and 4mm for the sides, but semi boxed in the sides at the rear to add strength by design rather than weight if you understand me.
They were using 8000/9000 lb winches which is plenty for the size of vehicle.
Are you planning to use the points on the chassis where the tow hook is bolted as well as the bumper mounting points and if not why?
There are two 12mm fine captive nut each side. Ideal I would have thought for winching.
