Wheel balancing: Why does it keep going out?

Wheels are standard 03 16" alloys, tyres are correct size General Grabber AT2's. I've used this tyre lots before and never had a problem. These tyres have been on the car for over a year with no problem, then the problem started about 3 months ago.

I get them balanced, the wheel guys says they were way out, when he's done it feels fine, then goes out again. The weights are not dropping off. Happened 4 times now.

Is it possible for the tyre to be slowly rotating on the rim?

HI baskie, I would check to make sure you dont have any play in your front wheel bearings, jcak the car up and try leavering the bottom of the wheel away from the car there should not be any sideways movement, if so you will need to get them adjusted, I have to get my tyres balanced about 3 to 4 times a year and the wheel bearings adjusted atleast once a year but then im not running on standard tyres.
