Wastegate seized? Advice needed

I'm enjoying my first Terrano immensly ( 98 T2 with only 70K on it) . I bought it knowing the turbo wasn't working so have been using it as is with no problems and no blue smoke, but now I want to get it up to scratch. I've checked the actuator and the diaphragm is sound but even having drenched the lever end repeatedly with plus gas etc over a period of time, it will not budge, there is no excess oile in intercooer pipes etc, is there anything I can do ahead of completely dismantling everything to free it up? I've tried easing it off with grips etc, no luck.Any advceappreciated

Are you sure it's not working
 
make sure you disconnect the lever form the diaphragm, its its still connected you are fighting against a spring, once the lever is unhooked it will give you a better idea if its seized or not
