Terrano 2004 cowling and water leak

My 2004 Terrano Sport 2.7tdi has had a water leak with water getting into the passenger foot well and also dripping down the accelerator pedal. Sodden carpet taken up, door rubbers checked, new windscreen and metal plate (under the cowling that has something to do with the heater) had sealant all round. Think this and the windscreen is where the problem started. No sunroof and only happens when it is standing.
The plastic strip that sits at the edge of the cowling, next to the windscreen was coming off so I have taken it off completely, cleaned it up and want to attach it back on but what do I attach it with? It had some kind of seal on it but would that have been double sided tape or what? A new one is £40 so don't want to buy one unless I have to. Can anyone help please?:
 
I had a damp passenger footwell, it turned out to be the cover over the heater, I removed it, cleaned all the faces and then used a good sealant, I bolted it back down then added some more sealant around the outer edge..just for good measure.
No more wet carpets.
If you park your truck on a slope, facing down hill, you may be getting water in around the back door, water can then travel to the front of the car and collect in the footwells.
