Rear lights not working, but can't find fuse!

Hi, the rear lights have packed up on our 03 T2. The rear lights are the ones in the bumper right? Not the pillars?

Anyway, first thing is to check the fuse, but I can't find it! In the fuse box under the steering wheel there is no individual fuse marked up as being for the rear lights. Or front ones for that matter, so I guess these fuses are elsewhere?
