Do the rear light clusters from the last shape T2 it in the older bumper?

If you mean post 99 face-lift where upper tail lights appear to extend into the tailgate, versus the pre-99 version then 99% yes.

Just been and compared my pre- and post-facelift and despite the rounded lights that now sit in the later version, the plastic surround sits in the same-sized cutout, i.e. they are the same bumper and insert.

You'll need the bulb holder bit aswell as they are different IIRC
