Rear Disk back Plate?

On the WD21 Terrano, it has Disks all round... The rear Nearside backplate/cowling is very very rusty, with lots of bits missing from it... Would this be an MOT failure? Can I just remove it?

Just rip it off, not an MOT fail.
I take it the handbrake is internal to the caliper though and not brake shoes inside the disc bell housing which would be mounted to the backplate?

Funny you should say that, after I posted this, I gave it more thought... The hand brake is a mini drum brake inside the disk... So like you have surmised.. somehow I need to find a new back plate...
