Nissan Terrano 3 lt 2002 turbo lag/ no power in 3rd and 4th

Hi all .
My problem is no power in 3rd and 4th i.e. Turbo not kicking in .
1st 2nd and 5th gear is fine it's just 3rd and 4th even worse if towing caravan .
New turbo fitted 2years ago so that should be ok .
Could it be the neutral position sensor ? I read about this happing on a Nissan nivera
Also just had full service and still the same !!

Do you know why the turbo had to be replaced 2 years ago and if it was with a brand new one or a reconditioned one.

Hi it was a new turbo fitted ,also they told me it failed when taking kids to school
Lots of smoke . So pulled up and rac recovered to garage for them
