Sorry I can’t help with the throttle control valve, as I don’t have one fitted but you should be able to test the voltage supply to the solenoids

If it has had a clutch then the gearbox would have been removed, you can check the engine speed sensor is connected and ok this is in the top of the bell housing, and can be overlooked or damaged when the gearbox is removed if you don’t know its there. Yours should also have a foward speed sensor located at the rear right hand side of the gearbox this is probably ok if your Speedo is working.
 
i will be having look for the engine speed sensor, i bypassed the solenoid and connected the vacuum pipe to the throttle control valve and the plunger went up straight away meaning the butterfly flap in the top of the inlet manifold was taken to the near closed position which it should be at idling,did the same with the pipe to the egr valve just to see if it changed engine note or revs but noticed nothing and i cant see whats happening inside there so none the wiser, a few days ago i disconnected the battery overnight but unfortunately no change. i will keep plugging away and hopefully get to the remedy eventually which i intend to explain fully on the forum.,cheers.
