What about if the engine ecu, lock and key were fitted would that work

yes that would work, but you would also need the dongle for the nats system too.
DTC 0707 can be caused by a number of things not directly related to the IP:
air in the fuel
poor electrical connections, including earth bonding integrity.
I would suggest you eliminate these with some certainty before considering an IP swap.
It may just be a cheap fix.

What is the dongle for the nats system
 
it is part of the IMMU system, buried under the dash, where I don't know.
but I doubt nats will be happy without it.

Thanks for the info will have look see whats hiding under there (wouldnt be part of the new type fuse box fitted to the late terranos would it seem to be lot going on in there)

Thanks for input, still trying to diagnose pump.
Have been testing voltage & continuity between pump and ECM.

I did find one discrepancy I think.....

when checking pin 53 at ECM I was getting voltage of 0.2V, when tested again 1.18v was measured. Not sure what this should be. manual I downloaded mentions it should be 0.35V or 1.0V. (read in two different parts of manual!)

Maybe there is a problem here? can anyone advise?
