I do a lot of night time driving and can nearly always see another vehicles lights around a bend, most dip, as I do, before we dazzle each other, but some don't and a quick flash normally see's the other driver dip their lights.
You do get the one's who don't dip and keep the beam on full, so I always put my high beam on.
As for rear and front fog lights, they always get a good flash from me....tossers :augie

THE most annoying one for me are drivers who fail to dip the full beam from the other carriageway on unlit motorways and then slower drivers going in the same direction as me who also fail to dip the full beam when everyone passes them. miles and miles they go blinding everyone in 3 mirrors.
 
front fogs don't bother me as much because they are supposed to shine lower on the road. still illegal but not as bad as full beam coming towards you.
rear fogs are different, very annoying abd can give me a head ache if im behind for too long, I can make allowances as I have done silly things on the road, but if a driver doesn't know how to use or is unaware of the basic controls of their vehicle, they shouldn't be driving it until they do.
 
Sidelights & driving lamps on is guaranteed to get my blood up. I mean, why??? If visibility is that bad, why leave your dipped beam off????

Failing to dip your lights is a major bugbear of mine too, but just to highlight the fact it can be accidental I did exactly that last night on a country road :eek:

Some of the worst offenders though, are those idiots who think that leaving their lights on main beam is acceptable if one headlight bulb has failed (where's the 'rage' emoticon???)

Calm down.. it's only light.... :lol

I often drive with the fog lights on, but not dipped beam on back roads if it is raining, as the fogs, light up the sides of the road so much better, but do not dazzle the other driver when you meet up, and need to try to find a place to try and squeeze past each other. The rest of the time, I would be on full beam, which more than adequately lights up the road.
