no idea what it is on the out side
8 mm sounds big to me for the inner size I think it will be more like 8 mm outer, but I am not going out in the cold now the measure it, Rick
Usually pipe sizes are quoted in outside diameter as they come in different wall thicknesses for different duties/pressures and if the outer diameter varied you would have a nightmare trying to get fitting to match, Rick

Most diesels have "return pipe to tank", it is simply an overflow what the engine does not use it has to go somewhere,best it goes back to tank to be used again and not on the floor.

Do I need to release any pressure anywhere or will the diesel just drip out when I cut it ?

no pressure but if you just cut the flow pipe it will syphon at full bore, so remove the rubber hose at the filter (top metal pipe) and blow down it till air bubbles in tank, Rick
