Don't see this at all, sounds like the garage is making it up. :doh
The calipers usually get stiff in their seals, particularly if it is a long time since the pads were changed. With my old Terrano, which only did about 6k miles each year, I had to strip the front brakes every couple of years and ease the calipers in and out to the full travel a dozen times or so. This would then free them off until next time.
