Error Code 48

Hi
This is my first post here.
My trusty 1996 Terrano 2.7 TDI is showing
an intermittent engine control warning light.
The auto electrician read this as Error Code 48
Govenor Cut Out
What does this mean?
The machine is running well
and has done 260 thousand kms here in Australia.

It's accelerator pedal position app switch/fuel injection pump position sensor -circuit malfunction...

I have spent a while trawling through the manual,
including sections covering the suggested
accelerator position and fuel injection pump sensors
but cannot find this error code.
Any further ideas?

PS I really like this 4WD,
good for long distance drives and
lots of off road space in this part of the world!
