This is how the points get added to your licence:

Yeeeeeees, NO.
I can tell you that the endorsment part of things happens regardless of the fine's status. The points are applied whether you send in your licence or not too:doh
You can then have your license revoked if you dont send it in:doh:doh
However I may be able to experiment very soon :augie

This has been doing the rounds for years in slightly different guises...if you get an internet rumour like this then a good place to check is Snopes who keep a list of the common ones:
