If you have recently replaced the Fuel filter, then these don't always seal that well, and let air in.
The general outcome of air getting in, is white smoke when you dip the throttle a few times.
Certainly sounds like fuel starvation, also just try opening the fuel filler cap, there will be a whoosh as air goes in, there is a small valve in a black plastic container that looks the same size as the old 35mm film canisters. 1 pipe in, 1 out.
You can see it in the off side wheel arch just over the chassis, attached to a bracket on the fuel tank.
This is the reason why there is a whoosh.
I am now an expert on replacing diesel fuel tanks...:doh
