Youve set me off wondering about this now...............

surely the range of ip addr available within a given area will narrow it down to a certain defined area where the computer in question is operating out of? almost like a cascading or root type schematic

Looking in my belkin set up for the mac addr changer (which is there so thats proably no good to track someone down either ) theres a couple of pages that allow me to define either changing or fixed ip addr , however if its left to be able to change it does it within a limited range

I really dont know the answer, its something Ive never really bothered wondering about so long as I can connect

The IP address that is "seen" by hosts that you connect to is your WAN or Wide area network address, this will be within a certain range as these are allocated in blocks to ISP's.
The IP address you can change on your router is most likley the LAN address, they cant see this anyhow as it's on the other side of your router.

As for changing IP's, Virgin/cabletel etc. these guys will renew your IP with the same number almost every time, unless you leave your cable modem disconnected for an extended period, that way your "old" IP will get served up to someone else and you will get a new one....

BT ADSL services will pretty much give you a new IP evry time you re-boot your ADSL modem (often in the router).
So if you have BT type ADSL service just re boot the modem and you have a 99% chance of a new IP, with cable its a bit more tricky to achieve.

The practical answer is actualy somewhere in the middle, nice when no ones wrong
