Thats deffo one rout. My first option would be to cut a strip of metal 2" wide x 6or8" long, bear metal the dent at its deepest point, hold the strip at 90 degrees to the dent and tack weld the 2" end to the sill, using a pair of mole grips clamped at the other end of the strip twist the grips...

When you say spot weld do you really mean mig plug weld, if it is thats the way to go. illy
