Look in the downloads,
If you have a mini filter it may be clogged causing all sorts of problems, with mine it was lack of revs, no power and misfires
If you have one it is where the fuel enters the IP.
Do a search for mini filter

On the early ones under banjo bolt on fuel pump is a mesh filter & on some of the later ones the filter is inside the banjo bolt

probably not have a mini filter on a '98, were generally only the mk1s upto 96 ie the td
not the tdi (intercooler).

I've had 1x reg terrano and a ip off a 2003 2.7 tdi and in both pumps had filter in banjo bolt think they all came out with the mini filter but over the years some people have taken them out so next owner thinks it never had 1

It will probably be inside the bolt threads. I prized it out in a few broken pieces. Mine was clean.

Nope its on the inley to the ip there is a spring loaded valve in the outlet which is there to keep the ip under a certain pressure with out that pressure the timing on the tdi cant be advanced or retarded with the help from ecu

either way its after the big fuel filter which gets down to a small enough micron for any fuel we are ever likely to use.
