viewing the very helptul plans for a front ball hitch on this forum .( which i made and use frequently } the stated centre ball height is 17 inches . Hope this helps .

The EC Directive 94/20/EC states that the towball height should be between 350 and 420mm with the vehicle in the ‘laden’ condition (to the towball centre). Laden condition may have been defined (by the manufacturer) as either fully laden (the maximum technically permitted mass of the vehicle as shown in the vehicle handbook), or, conventionally laden (defined as 68.5kg per specified passenger seat and 6.5kg of luggage per specified passenger and located in the centre of the luggage storage area).

350 to 420 mm with vehicle fully laden ground to centre of 50mm ball
though off roaders may be higher due to departure angle, but might effect stability of trailer. says caravan club. 94/20 is only enforceable on cars registered after 1st august 1998 or S reg, this is all about type approval. commercials were exempt though i believe they are being pulled into line currently. a car is also known as an m class, a commercial a n class. its worth noting that s reg on, drop plates are illegal as are those multi height 'cassette' hitches, ironically meaning that it may be harder to get a trailer to sit level or nose down is many desire. personally my tint tent tows slightly nose up but in doing so i feel creates its own maximum nose weight and for two years have done so without any stabiliser device!
