In the old days.... fleet companies ordered their diesel in the summer in huge quantities and so they used summer fuel in the winter, I remember seeing fires lit under the trucks to warm the fuel, I would have thought that fuel from the forecourt will have the additives in already.
There are problems on the canals etc where boat fuel has been in storage for ages at the Marinas, and it could have anything in, moisture promotes diesel bug, probably why it is more of a problem on boats.
Diesel is also used on boats for heating so I bet there are a few frozen in, not able to cruise, but wanting hot water from the calorifier from the heat off the engine, and wonder why it won't start. Or have the diesel fired esbarcher hot air heaters.
I have swapped over to propane for the boat for the winter as it still works at temperatures below freezing.
