Wastegate??

Is the wastegate valve/actuator supposed to move when revving the enging in neutral? i suspect that the wastegate is not working as i should.
So i want to do a quick test of it.

No.

Engine needs to be under considerable load and over 2500rpm for any chance of W/G to open.
