on my 96 terrano i cant move the waste gate by hand is it stuck or just hard work to move.

Undo the little circlip on the actuating arm and it'll move dead easy , but mind you dont loose the circlip as it'll go into orbit in bid for freedom

In a word yes.not got a lot of oomph till you hit about 50.
