T2 Rear Windows

The rear windows on my LWB T2 only go down half way. I know this is normally a safety feature for kids in the back but my question is can they go all the way down. On some cars this feature can be by-passed but I can't find anything in the book. :nenau

I think they can only go that far because the bit for the rear wheel is in the way
