I have a soft and hard shell spare wheel covers and was wondering whether it's possible to use just the hard cover.

I'm sure it's fine, but there's something at the back of my mind that needs reassuring.

All that matters is it's secure as you don't want it flying off at high speed
 
I used to use just the stainless steel band on my Vitara, over the PVC production cover. Worked very well, and I think looked a lot smarter, as the disc in the middle of those has a habit of turning as you drive, so you find the writing is at an angle or upside down.
 
I've sold the stainless part and the central circle for my T2. Don't need them, and noticed they rattled when driving on uneven surface. Got a very nice price for them, as well :)
