We regularly had 12 or more in a Triumph herald on the way to cubs.
I should think that with 60 odd kids in the back the van's hardly going to be fast moving and anyway the kids will all act as each others airbag :lol

With the make-do benches, it looks like this was a regular occurance.

In this coulntry you would need 2 full sized coaches each seat fitted with a seat belt, and the drivers or carers would need CRB clearance.

Edit and a parent consent form for each child.
