Rear Brakes

I took my Terrano for a warrant today and it failed due to rear brakes-rear left gave low reading on brake test meter, The inspector said brakes need adjusting, is this easy to do or is there something else that that may be the problem. The WOF sheet says " rear brake imbalance."
