Plastic Trim

Is having the plastic trim painted black any good ? and will it last. My bumpers etc are looking a bit tatty. Also I want to remove the bumpers to treat the rust on the metal behind. On the front bumper there is a metal plate from the plastic front wheel arch to the metal bumper which is attached by 2 screws. Are there nuts on the back of these or is the metal plate threaded to take the screws as I can't budge them so will have to cut the heads off. If they are threaded will have to drill and tap them out

If the metal plate is the bracket that can easily be seen on the edge of the plastic bumper then it's captive nuts that the bolts screw into. When bumpers are painted they use an adative to make the paint flexible. Also if there is any trace of silicone bumper sheen left on the bumper the paint will peel straight off again.
