Passenger Door Mirror

Can someone tell me please if both door mirrors should be able to fold back ? My drivers side does but the passenger side is rigid, i cant believe one side should and one be fixed, i think i may have to have a look but thought i would ask the question first please.

Mine both fold but I've seen damaged ones where people have epoxied the mirror to the mount to avoid spending cash on a new one (which is over £200 from the dealers!)

I've done that after fitting a new one which lasted a week before white van man got it ;O(

I fixed mine with a bolt,nut and a washer after ripping it off on a tree. Still folds back but got to adjust the mirror by hand.
