noisey steering

steering is noisey when wheel is turned when stationary is this air in the system and can I drain and renew fluid mine seems to have two alloy pipes that are connected by a rubber hose running along radiator cross-member some sort of oil cooler by the looks of it.could this be a good place to disconnect and drain system?any thoughts or help much appreciated
 
Noisy steering when stationary

In my experience that is normal on most vehicles. I suspect it is caused by cavitation due to high load when putting on the lock this expands very small air bubles under pump load.

Changing the fluid may reduce the noise if it is very old and contaminted.

If it is ok when driving and moving it sounds just fine. Likewise many vehicles make a lot of noise when turned on full lock against the bump stops. Pump load may make the drive belt noisy even when correctly tensioned.
