Electric Fuel Filter

There are 3 separate electrical connections to the Fuel Filter/Housing on my 94 Mav 2.7TD. I know the one on the bottom is the water level sensor, but what are the other two? - one going into the side of the housing at the top and one going into a plastic cover screwed to the top of the housing.
Any info appreciated.

3 cables to fuel filter

hi wizard.
mine has a black and a red cable at top of housing .this i am told is for a fuel heater. although its been disconnected the 3 years i have had the truck.
