Diesel Lancer

We recently bought a diesel Mitsubishi Lancer (vw/audi engine) & EML has come on the code shows p0299 which is turbo under boost.
I have checked for obvious leaks & only really tightened one clip on air intake but have read on web that vw are prone to faulty wastegate bypass regulator valve. Any one have any ideas.
