cleaning electrical connectors

ok, odd one. most of the electrical connectors in my engine bay are gunked up with crap, especially the few behind the battery, its all creamy gunk, is this right??

if its not right, is there a good effective way of cleaning it all out?

also, what are those plugs for (behind the battery/water bottle)?

Creamy gunk could be some sort of white or silicon grease deliberately applied to protect the connections - if it is white and powdery, then sure its corrosion, clean away, but if its grease I should leave well alone unless you are getting electrical problems.
 
i wonder if its been prepared for off roading in the past .... ie . for going through deep puddles / rivers etc .
 
hmm..yes, its kinda white and creamy...i'll leave that, and just clean the others that are just oily..cheers!
