So how can LED lamps be approved with reflectors designed for incandescent bulbs, when LED project most of their light forward, and don't emit light backwards on to the reflector, like a filament bulb?

I have the same type as you Alex but Sweetys led bulbs look better. Alex you'll find they shine upwards.
