does it need to be set up properly. the line was blocked so i cleaned it out but moved the threaded bar as it wasnt opening the butterfly valve.dont know if it went back to the same place. when i rev engine it opens but not much. ive also got a power problem so this could be the cause as i never had it before i cleaned this:nenau

power problem could be the waste gate valve blocked or split . its just a diaphram inside , so try another from the breakers bout 10-15 quid

but remove it by the circlip next time so you dont mess the setting up

Shouldn't ever interfere with sealed units M8 :nenau
If its not broke don't fix it
I have 1 on "The Grim Reapers" motor you can borrow & try as his wont be on the road till December some time :lol
Might also be the "Banjo Filter" as that was my problem & clean that after every off road session :sly :naughty :D :augie
Might be worth while doing your fuel filter too if it hasn't had 1 recently :thumbs

should the waste gate valve move or operate if you rev the engine whilst stationary? or does it work when under load?

Only under load really.

It only operates when boost pressure exceeds maximum at which point it bleeds part of the exhaust gas stream around the turbine so as to reduce maintain boost at the preset maximum. You're unlikely to get any really boost just reving the engine.

Check that the butterfly hasn't seized. ... Take the heat shield off from over the butterfly, take the locking circlip off the butterfly end of the adjustable rod, and disconnect the rod from the butterfly assembly. Try moving the butterfly to OPEN and CLOSE positions. If there is any resistance, give it a good soaking of WD40 , and work it back and forth until it moves without any resistance. ONE FULL TURN of the adjustable rod equals about 2psi pressure variation at the turbo.
If you look at the driver's side of the Mistral engine , on the inlet manifold you will find a cup shaped valve on the top edge of the manifold towards the back end. This is the WASTE GATE VALVE ... and if your turbo is generating too much turbo pressure when you are driving along, this valve will activate, making a "CLACKING" sound at around 3,000 revs ( + or - a few hundred rpm) ... thus dumping some of the excess pressure.
I had the problem where the butterfly had seized in the "Wide Open" position, and it caused the dump valve to activate at about 3,000 revs. ... I did as above, soaking it in WD40, and freed up the butterfly, and the problem was solved ..... SO CHECK THE BUTTERFLY MOVES FREELY without the rod connected to it.
I have the BOOK type workshop manual for the Mistral ... cost me £40:00 from Milners ... it's clean/ no oil or muck on it ... if you're interested make me an offer, as I now have a later manual gearbox truck.
