one does egr, one does throttle flap, what about the other ?
 
If you look on page 431 of the EC (Engine Control) section of the workshop manual download you'll see a table explaining what they do on different throttle loads. There are 2 for the EGR, either both closed, one open or both open to give different levels of EGR opening and then throttle flap is used to provide a vacuum at low throttle positions to also help EGR gas flow.
