Sounds like a -ve ground problem then. The whole vehicle is designed so that all negative terminals connect to the body and subsequently link to the battery which is also connected to the body. Saves on miles of wire. Start with the battery -ve terminal and where it connects to the car body...

Yes I believe you can upload as an attachment using the paperclip icon on the toolbar at the top of the message box. When the upload box appears it has a key to advise maximum file sizes.

Looking at that it depends on whether you can weld and/or how big the areas of rust are. And of course how able you are as a mechanic for the rest. Can you do the work yourself? I'm guessing by the timing belt job possibly not?
