I hear what you're saying but it would be more trouble than it is worth from an administrative point of view. The other possible option would be to scrap the subscription fee altogether, but that would mean introducing things like banner ads etc....

I had every other document with me..... all vehicle docs, Bronze, Silver and Gold swimming certificates, Blue Peter badge, cycling proficiency certificate etc etc :D but no frikking licence as I had forgot to pack it with me :( Tell me about it..... a year after forgetting my license we were...

The Guardia Uncivil gave me a €300 on the spot fine for not having my licence with me while on our way to Morocco :(
