So will insurance companies have access to this? What happens if you take out insurance without points declared, and you get stopped by the police?

The link above has a link that shows all your details on-line with the the only requirement being licence number, NI number and postcode.
What info do we put on our insurance applications?

From 8 June 2015 penalty points (endorsements) will no longer be shown on driving licence. This information will be held on DVLA’s driver record, and can be checked online, by phone or post.

Nope if its a photo licence that has not had a picture renewal it has all expired after 10 years the expiry date will be 10 years after its issue otherwise.

To renew online, you need:
a valid UK passport
to be a resident of Great Britain - there’s a different service in Northern Ireland
to pay £14 by MasterCard, Visa, Electron, Maestro or Delta debit or credit card (there’s no fee if you’re over 70 or have a medical short period licence)
addresses of where you’ve lived over the last 3 years
your current driving licence, including the paper counterpart if you have a photocard licence (if you don’t have your licence you must say why in your application)
your National Insurance number
to not be disqualified from driving

but what if you haven't got a passport ( like me ) ?

Yep I still have my Red Licence issued at Matlock by Derby County Council. They were valid for was it three years but mine was issued a year before DVLA took over so it has no expiry date printed on it.

For a laugh I took mine into work when I had to do the yearly production and made out its the only one I have ever had. It reached manager level and I pointed out that it had a valid from date so in the absence of an expiry date it must still be valid. When Head Office tried to say it was no longer valid I did capitualte and produce my propper one. They then insisted on some photo i/d and wanted to see my passport !

Failure to update your photograph carries a £1,000 fine and can be enforced by the police under Section 99 of the Road Traffic Act 1988.

There is no impact on your car insurance as long as the driver has not been disqualified or told not to drive by the DVLA (due to a medical issue, for example).



The research also revealed that the vast majority of drivers are unaware of the true consequences of having an expired photograph on their driving licence.

Just 29 per cent know that it could make you liable for a £1,000 fine. However, almost a third (31 per cent) of drivers incorrectly said they thought it could invalidate your motor insurance and 27 per cent thought it could mean getting points on your licence.

Interestingly, 13 per cent of drivers thought it could result in your car being confiscated.

It does invalidate your insurance and your car will be impounded. "Driving other than in accordance to your license" or lack of it.
Been there, done that, went to court.
Briggie, no passport just means you have to do it old skool stylee, ie post your info and new pic etc.

I still have some of my dad's old licences,the first one was issued by Bradford county council on the 1st of October 1957, there was a fee of 5 shillings,25p in new money.

If they are scrapping the paper park why on earth did they send me it a couple of months ago when I had to renew mine

I've only just had my new one issued and it's clean for the first time
I'm framing it

My license is clean now,as been for some time.But some years back the courts had it more often than me..
