The chip thing just needs a small amendment to the RTA to allow it become part of the MOT. The directives usually come first, then the local country laws are amended to fit. Thing to check for is whether the UK have a derogation or a date when the Directive must be implemented by. That will let you know whether it's coming in or not. Check with your local MP, he should be able to find out.
