have a look at those new, roof bags, we had one, guaranteed wind and water proof. It was sedigned with a semi-rigid base and a soft-bottom (no puns about Essex girls please ) to sit on the roof between factory roof rails and had built in straps to secure it, big enough for a couple of large suitcases and you can fold it and put it away.

I can understand why you would want it on a Land Rover, so you can sit and wait for the AA to arrive, you should be able to spot them before they see you.
Also you can carry some spare parts, but I guess you could pitch a tent up there, safe away from preditors.
