They have a department at the DVLC that look at new issues of number plates, in an attempt to remove unsuitable ones.

Now they have an even bigger department weeding out the ones they can sell at a higher price.

Back in the 70's the press at the time wondered who would get UGO 2L
At that time they were issued randomly, and each licencing district had the last two letters to show which district.
I lived in Cheshire at the time and the regs ended in either LG, MA, MB, TU, and these were registered in Chester.
When they ran out dealers used the letters from Staffordshire.

In the AA yearly hand book there was a list, you could always spot where a car came from, from its reg number.
Not the case now.
