I mean put your hand on your heart and tell me your download speeds don't get seriously whacked from mid-afternoon onwards when the US gets online? Of course they do...bigtime as we all know, so in the real world, even if you do manage to achieve those download rates (which I seriously doubt in most cases unless you're downloading from a fat server with massive pipes and nobody else connected ) it won't be for long.
I've spent the last 20 years listening to IT techs telling me what things 'should' be doing while I have to explain to the client why it isn't LOL

theres no doubt external factors affect broadband speed, thats why ISP's advertise "up to", its a standard disclaimer! I think the point here is someones happy they have a decent connection, so that when thinsg do get a bit congested, they might fare better than someone with a slower speed line...it woudl be wonderful, if we could easily get a low or no contention ratio connection, but generaly thats reserved for business and wouldnt make THAT much of a difference!
