Not sure if the feature is still there, but at one time you could change your profile so that if a person had less than 5 feed back they had to contact you first, before they could bid...

Just block all buyers under 10 feedback . Simples
It's in the settings when you place the auction.
Did you forget to put in your "safe" bid then

I always right in listing. Anyone with feedback score less than 5 to contact first or bid will be removed! And I've had 3 bids from 0 feed backers so keep blocking.. But didn't realise you could do that in the listing automatically will look for that next time

Quite a long time but cant remember exactly. The seller may also have a returns policy. All the details will be on paypal TnC
Have you logged a dispute ?

I listed a motor bike & wrote in the listing cash on collection.
I had someone message me asking if they could buy now pay with paypal & collect in about 4 weeks, I wasn't keen on having full payment by paypal so I revised the listing for a deposit which they paid instantly.
This all happened back in April my gut feeling is this is a genuine buyer but they are finding it difficult to collect & I am hoping they didn't just buy the bike on a whim & decide to raise a dispute for a refund.

But they could still bid in the last 10 secs, but as noted you can put it in the listing to block certain criteria.

Paypal time limits. A buyer must open a dispute via the Paypal Resolution centre within 180 days of making the payment. This is an extension of the 45 days which it was previously. Buyers are encouraged to deal directly with sellers to resolve the dispute.
