Default that was close

while travelling a dual carriageway in heavy rain this afternoon ,at approx 35mph coming up to a set of traffic lights a transit (09 plate) passed me
He then swung back into my lane just as lights changed to amber .
I pre paired to stop.
SO DID HE. (Front tyres over white line)
Left me with NO stopping distance at all just had time to swing out without taking his back corner off.
As i crossed white line lights turned red.

I wondered who would have been at fault and how would i have got 2 ton of discovery out of the back of his van.
the transit was a company vehicle with how am i driving on the back.
didnt get the phone number but the company was diversey leaver.
as didnt get reg no ether not much point in following it up.
