Looks to me like he's taken a place to park his bike with him... maybe the Kick stands broken.. Just hope no one else tries to park their bike there.

I would say it is a SHE riding pillion, her arms are round the drivers waist not on the handlebars and his/hers leg is in front of the pillion's, also they look like a woman's legs and behind, I could be wrong of course, but that is how it looks to me, Rick
